For many non-resident founders, the first setup questions concern the LLC and the EIN. A separate question is whether the individual owner needs an Individual Taxpayer Identification Number, or ITIN.

Formation providers vary widely on this. Some do not offer ITIN assistance at all, some build it into a higher-tier package, and others sell it only as a separate add-on.

The best US LLC formation services for non-residents breaks down 10 providers on formation speed, EIN turnaround and overall value. This piece asks a narrower question.

Once a founder actually needs an ITIN, which providers can coordinate all three services through one relationship, and which providers do not publicly document ITIN assistance?

What LLC, EIN and ITIN Each Actually Do

It helps to separate the three before comparing anyone on them.

An LLC is the legal entity formed under state law to establish the business itself.

An EIN identifies the business for federal tax purposes. Banks and payment platforms may also request owner, beneficial-owner and identity information on top of the EIN, and their requirements vary by institution.

An ITIN is different in kind, not just in name. It identifies the individual, not the business.

The IRS issues it to people who have a US federal tax purpose requiring an identifying number, which can include filing a return, claiming a refund or treaty benefit, or another situation the IRS recognizes.

That distinction matters, because getting an EIN does not automatically mean a founder needs an ITIN.

Getting an EIN Does Not Require an ITIN

This is the misconception worth clearing up first, because it is the one that gets founders quoted for services they may not need.

On Form SS-4, the application the IRS uses to assign an EIN, a foreign responsible party who has no SSN and is ineligible for an SSN or ITIN can enter “foreign” or “N/A” on line 7b, as applicable, and an EIN is still assigned regardless.

This is exactly the process we use when we run EIN processing for non-resident founders without an SSN.

So the LLC and the EIN can both exist without an ITIN anywhere in the process. The ITIN question is separate, and it depends on the founder’s personal tax situation, not on whether the business itself is set up correctly.

When an ITIN Actually Becomes Necessary

The IRS is specific about who needs one. Its own examples include a nonresident alien who is required to file a US tax return, or who is filing one to claim a refund, and a nonresident alien who can be claimed as a dependent on a US tax return.

For a non-resident owner of a single-member LLC, an ITIN may not be required if the individual has no US federal tax filing or identification requirement. The answer depends on the owner’s income, activities, withholding, treaty claims and other tax facts.

It can also become relevant in circumstances involving income allocated to a foreign partner in a multi-member LLC that creates a US federal filing or identification requirement of its own.

Timing is worth planning around. The IRS says to allow 7 weeks for notification of an ITIN application’s status, or 9 to 11 weeks when the application is filed during the peak period from January 15 through April 30, or from overseas.

None of that means an ITIN is a rare edge case. It means it is conditional, and a provider that assumes every non-resident founder needs one, or one that never mentions it at all, is skipping a real decision the founder has to make.

What “Bundling All Three” Actually Means

Not every provider that mentions ITIN on its website actually processes one. It is worth being precise about what “handling” an ITIN means before comparing anyone on it.

One-provider coordination. The provider, or a partner it discloses and manages, can coordinate the LLC, EIN and ITIN application through the same client relationship.

Included bundle. All three services are built into the advertised package.

Separate add-on. ITIN is available through the provider or a disclosed partner, but it is a distinct purchase from the core formation plan.

Not publicly documented. There is no public evidence that the provider processes or coordinates ITIN applications. That is a statement about what is publicly documented, not a claim that the service definitely does not exist.

Doola

Doola offers LLC formation, EIN assistance and ITIN-related support, and its help center describes working with IRS Certifying Acceptance Agents (CAAs) to process ITIN applications.

The distinction that matters for this comparison is structure. The ITIN service is presented separately from the core formation plans, so a founder buys it as a distinct line item rather than getting all three from a single package.

On that basis Doola’s ITIN sits as a separate add-on rather than an included bundle. Package structure and current terms should be confirmed directly with Doola.

Northwest Registered Agent

Northwest forms the LLC and offers a separate EIN service for founders without a Social Security Number, so two of the three pieces are covered.

On the ITIN itself, Northwest publishes a page explaining what an ITIN is and how the IRS process works, but no public page confirms that Northwest prepares or submits a Form W-7 on a founder’s behalf.

Based on its publicly documented services, Northwest does not publicly document ITIN application assistance, which is a statement about what is published, not a claim that no option exists.

A founder who chooses Northwest and later needs an ITIN would need to confirm the options directly with Northwest, or work with the IRS or a separate Certifying Acceptance Agent.

For founders whose situation may later involve annual foreign-owned LLC filings, it is worth settling the ITIN question early rather than after formation.

StartFleet

StartFleet also offers an ITIN option for foreign founders.

What to Watch for When a Provider Says It “Handles” Your ITIN

“ITIN available” and “ITIN included” are not the same claim, and the difference is where founders get caught out. Before assuming a provider has this covered, it is worth checking a few things directly with them.

Is the ITIN service built into the package, or a separate line item added at checkout.

Does the provider prepare and submit the Form W-7 itself, or only point the founder toward instructions.

Ask whether the application is handled by an IRS-authorized Acceptance Agent or Certifying Acceptance Agent. A CAA may be able to verify and certify certain identity documents without the applicant mailing original documents to the IRS, subject to IRS rules.

What additional documentation does the founder need to supply beyond the standard identity documents.

What happens if the IRS comes back requesting more information. A provider that disappears after submission leaves the founder to handle that correspondence alone.

Which Setup Fits Which Founder

There is no single best answer here, because the right setup depends on whether a founder actually needs an ITIN in the first place, and how much of the process they want coordinated by one team.

Do You Actually Need an ITIN With Your US LLC

Not automatically. Owning a US LLC as a non-resident does not, by itself, create a personal ITIN requirement.

The IRS identifies several situations in which an ITIN may be needed, including when an individual has a US federal tax filing requirement, needs to claim a refund or treaty benefit, or meets other IRS eligibility criteria.

A non-resident owner of a single-member LLC may not need an ITIN if the individual has no US federal tax filing or identification requirement.

Whether one is needed depends on the owner’s specific income, activities, withholding, treaty claims and other tax facts. Even so, a foreign-owned single-member LLC commonly has an information-reporting obligation involving a pro forma Form 1120 and Form 5472 when the applicable reportable transactions and filing requirements exist.

Treating “non-resident LLC” and “EIN plus ITIN required” as the same thing is the assumption this guide set out to correct.

They are not automatically linked, and a founder is better off confirming their own situation, ideally with a tax professional, before paying for a service they may not need.
